Prior to founding PBI in 1998, Jeff served a 20 year career in the United States Coast Guard finishing as the Director of Training, Workforce Performance Improvement, and Leader Development. In that role he oversaw the industry leading work of 7 training centers and over 500 designers and instructors. He led the group that produced the first-ever set of core values for the US Coast Guard.
In 2011-12, PBI served as the Prime Contractor, partnering with the Department of Homeland Security’s Leader Development Division, to create DHS’ first-ever Executive Capstone Program of Instruction. A successful pilot was conducted in the summer of 2012.
In his work at the Coast Guard Academy and beyond, Jeff has provided all forms of coaching to over 2500 people on topics related to interpersonal skills and relationships, managerial style, leading change, career/life planning and suicide prevention.

Recently, Jeff has been an Adjunct Instructor for ICMA University (International City and County Managers Association) and has facilitated half-day workshops on Strategy and Culture at four International Conferences and five state/regional conferences.

Presently, Mr. Parks and Dr. Brown are leading the City of College Park, MD in developing its strategic plan for 2021 – 2025. Because of the pandemic, the nine public and three stakeholder focus groups were conducted via virtual technology.
Jeff has a B.S. from the US Coast Guard Academy and a Masters of Arts in Education (Guidance and Counseling) from InterAmerican University in San Juan, Puerto Rico. He is nearly fluent in conversational Spanish. He is a long-time member of the International Society for Performance Improvement (ISPI) and is an Eagle Scout.
